iGov. Director of Information Technology

​2007 - 2013

Responsibilities

  • Conducted IT department operational and strategic planning, including technology requirements, project planning, resource allocation, budget, and technology alignment with business objectives and strategic vision

  • Defined and communicated project milestones, service level agreements, and resource allocation to executive management, department leads, support staff, and end users

  • Worked closely with departmental decision makers to identify, recommend, develop, implement, and support cost-effective technology solutions

  • Developed, reviewed, and executed IT budget verifying compliance with goals and objectives

  • Determined business case justifications and cost/benefit analyses for IT spending initiatives

  • Developed bid requirements for all hardware and software upgrades, reviewed submitted bids for compliance with stated requirements, and made appropriate award

  • Established and implemented all IT policies and procedures, including those for architecture, security, disaster recovery, backup, mobility, and service delivery/provisioning

  • Negotiated and administered vendor, outsourced, and consultant contracts and service agreements

 

Accomplishments

  • Engineered, managed implementation of, and continuously refined, iGov’s state-of-the-art Enterprise IT System. Annual revenue increased 60% to above $175M.

  • Hired, structured, supervised, and mentored iGov’s IT Department. Improved attrition from 60% to 95%. Managed 10-20 staff. Two Employee of the Year and one Employee of the Quarter awards past three years

  • Established key vendor partnerships - Avoided over $500K per year in licensing and maintenance costs

  • Generated an average $250K per year in net earnings via back-end partner programs

  • Led, managed, and passed 2011/12/13 ISO audit. Two of the three years, IT was only department who had zero findings. Auditor stated, “IT is truly following best practices”

  • Built and/or validated technical volume for key contract wins - DHS FirstSource I and II, TCWS, Army ITES 3H-Phase I. Over $100M in revenue generated

  • Relocated iGov HQ location twice in record time. Fully Operational in 16 hours(1st) and 12 hours (2nd)

  • Negotiated real estate transactions – Optimized space utilization – Reduced operating expenses over $600K

  • Acquired over $50K annually in training funds from suppliers and vendors

  • Deputy Facilities Security Officer for Top Secret HQ facility – Zero security incidents in DSS audit the past 5 years

 

Stanley Associates. Network Engineer / Project Manager

  • Engineered & deployed nationwide intelligence network consisting of 30+ locations – on time within budget

  • Provided Tier III support – Managed 1000+ network devices – exceeded defined support SLAs

  • Researched, evaluated, and recommended new technology solutions – Build DoD IPv6 compliant network

TEK Systems. Network Engineer / Technical Project Manager

  • One of three engineers who engineered and deployed $1+ billion network infrastructure upgrade for Pacific Air Forces. Configured 1000+ network devices serving user base of 200,000+. Total downtime incurred, <2 hours

  • Managed up to 42 military personnel during deployment phase of infrastructure upgrade

  • Installed, maintained, repaired, and tested IT ISP/OSP design, infrastructure, hardware and software systems build out supporting Kadena Air Base, Japan 

  • Liaison with PACAF NOSC for site design, implementation and change control procedures. Reported execution status of active Engineering Change Requests

 

United States Air Force. Network Engineer

​2000 - 2004

 

  • Proposed state-of-the art classified network architecture – Awarded $1+ million for build-out – Implemented within 11 months of award – Recognized as Airman of the Year, Air Mobility Command, 1 of 6K+

  • Conducted in-depth trend-analysis of data flow and bandwidth utilization to provide detailed reports to upper management - Bandwidth efficiency increased over 40%
